 Q：I've just hit max level for the first time and noticed my item level was too low to do most of the things which lvl 90 unlocked. I think raids are the easiest way to get new gear (correct me if I'm wrong) but to do raids, I'll need new gear. Long story short, how can I get better items and increase my item level?
A ：With the latest patch (5.4) a couple weeks ago, they introduced new research CDs for all armor crafting professions. These research CDs teach a random ilvl 476 PvP pattern. Get your hands on a pile of Windwool Cloth and see if a guildie might be available for some crafting.   Scribes can learn the ilvl 476 trinket patterns from world drops, and I'm guessing JCs can learn the rings/necklaces. So, for the cost of a few mats, you can massively upgrade your ilvl and hop right into raiding.
The PvP vendors on the wall between Kun-Lai and Townlong sell ilvl 496 gear these days. The weapons are ilvl 498, but also require you to have earned over 7000 HPs since the patch came out. If you have some Honor sitting around, you might as well spend some of it.
There are Bind to Account items scattered around Pandaria. In Dread Wastes there are an ilvl 450 staff, a caster sword and a necklace. 
 In addition, at 90 you can unlock access to Isle of Thunder. You might want to do so anyway to gain access to the vendors there. Once you complete the series of solo Scenarios you will be given the choice each day of doing PvE or PvP quests. The PvP quests award 525 Honor and 50 Conquest. The PvE quests award lots of Valor - not sure how much.
Between Wintergrasp (and it's weeklies), Tol Barad (and it's weekly), the Grizzly Hills dailies, the Isle of Thunder dailies and a few random BGs, you should be able to unlock the 498 PvP weapons fairly rapidly.
Halloween starts next weekend. The Headless Horseman drops ilvl 470 rings on every kill. If you're still missing rings by then, farm him for upgrades. He has 2 that you can use.
I see you've already started on the Order of the Cloud Serpent rep. You also might want to start on Tillers. At Revered you can start farming crafting mats. on a 12 slot farm. At exalted you get 16 slots. You'll be able to supply your own herbs for inscription that way once you get your skill high enough. Getting to Revered with them should only take about a week.
